I agree not a new concept.
In one of my designs from 25 years ago that I put into clay model form I had a circular inlet on the top representing a centrifugal fan intake that could be directed for lift or thrust (
inspired by Seaview's flying sub). I pondered the possibility of fan starvation or stall that would limit forward motion speed. Such visualization coincides with an air-cooled 911's fan efficiency without a ducktail/teatray/whaletail.

The Flying Sub did not use a hovercraft's centrifugal fan, but it was reminiscent of such a design in my opinion.
