Either you cap is not screwed down all the way and/or your cable adjustment doesn't have enough slack.....Is the gasket in place inside the cap?
What the drawing shows at the "Oil injection Slot" is actually a locating pin to keep you slidie centered. It keeps the "cut-out" centered in the air intake side of the carb body bore.
