Well, maybe, but , then no.
The thing is, the internet was designed to be flexible and workaround any kind of outage.
So It's not all that regulated.It's not meant to be restrictive.
Some of the countries do a slightly better job at blocking certain things.
But their efforts are offset by those countries that don't bother.
Think Russia, or certain African countries.
Unless the regulated countries would impose strict blockages of those lesser regulated countreis... Which would never happen as it would stop being the internet if they did.. But unless they did that.. Well, the unregulated countries are the weakest link.
And to be honest ,you shouldn't want the fully regulated internet.. trust me.
It exists you know.. it's called China.. where every packet of data goes through the Great FireWall of China..
So it's a balance... Be free on the not entirely regulated internet, where you have to at least pay some attention.
Or have a dumbed down, restricted version of it.
