I'd tend to believe it. But I do wonder why he didn't call the dispatch company and complain/file a report. While I agree it was likely someone fulfilling some kinky desires, the chance that it may have been something more nefarious requires one to take some action.
I was in NYC on business a month ago. Had a nice, upscale dinner downtown on a random Wednesday night with some other finance guys. We all noticed that there appeared to be a doorman controlling access to what appeared to a janitor's closet next to the men's room in an otherwise unremarkable basement of a fashionable boutique hotel. Curiosity piqued, we decided to check it out after dinner. To my surprise, the door man let us in.
Inside the bar/club was maybe a hundred people that looked like extras from a United Colors of Benetton ad lounging about sipping cocktails. But on one end of the bar was this Japanese vignette, complete with a guy dressed up as a Samurai and a Geisha. And there was also a transvestite (man as woman) dressed in skimpy fishnets and makeup. And the Samurai was holding the sword to his (her?) neck and the Geisha was caning his butt with a bamboo stick.
And no one seemed to care or notice.

It's been my experience that NYC can often exceed expectations in the "unusual" department. You can find pretty much anything you can imagine if you look for it. And things you couldn't imagine occasionally find you.
