There are 2 parts to the feel
1) Inertial
2) gearing
I put 15s on my car this summer for this very reason, as I wanted to try the essentially lower gearing (especially in a track setting). I put 245/40R-15 rear, and 205/50R-15 front. I will say the difference is quite noticeable. Everything feels quicker. What you end up with, though, is a pretty low first gear; really good second through fourth, and a top gear that is only good for maybe 120mph @ 6500rpm. For zipping around town, and on a shorter track without long straights, it is a blast. Not sure I will keep it this way all the time, though, because the car sits really low (and I still don't have it as low as I would like). You have to change the ride height significantly each time you go between this configuration and a more standard 16 inch set-up, and therefore corner balance and alignment. While I can corner balance myself, the re-alignment each time is a pain. Still, I am glad I tried this, and will enjoy for a while. Here are a couple of crappy shots from my garage this morning.
