The 10.0.xx and 192.168.xx ip numbers are not routed publically. They are considered private networks. 10.0 is for companies, 192.168. for consumers. Most all routers you purchase default to 192.168 for home.
Where it matters is for VPN. VPN software tells you computer to rounte all X.X.X.X traffic to a certain public IP. Typically for a business it is 10.0.x.x traffic since home IPs are typically 192.168. Where it really causes problems if your private network and the network you are trying to VPN into are the same subnet. Then the traffic and get really confused. Especially if you end up with devices witht he same IP address.
