Self important people with massive egos. Nothing to back it up. The world is full of people like this. They seek out positions of power and authority wherein no one can challenge them. When they push through decisions like this, their decisions, they feel as if they have "won". They got their way. That is all that is important to them. Results don't matter - in most cases, they are not meaningfully tracked or measured, so there is no way to hold them accountable. In this case, even though there very clearly is a way to "track and measure", I will be surprised if their accountability goes beyond simply losing their jobs - only to nab another one just like it in a similar organization.
