I have seen this happen many times while I'm waiting in line for whatever. Just because someone is distracted and does not immediately close the gap per someone else's arbitrary requirements, it does not mean that the line is going slower or that someone is going to get his turn any more or less quickly. There is simply no excuse for this kind of rude, selfish behavior, and I will challenge it any time I see it, whether I'm in line in front of it or behind it, whether it is "my business" or not. I'll politely give the guy one chance to return to his proper place in line and apologize. If he continues to be an ass about it, I'll "assist" him to whatever degree necessary.

THere's a difference between some guy that was distracted for a few seconds as the line moved up and some guy that was distracted while the 3-5 people in front of him were served and left. That's sounds like someone that was distracted for 2-3 minutes and basically ignoring the line.
