I dont know on the other side of the border, but from US to Canada, you have to pay upfront when they deliver the goods.
Another option - if you insist going UPS - is to use a better service, like 2nd day Air. In that case, the duty fees are included in the shipping rate. Sometimes its cheaper that way, sometimes not.
On my side, i NEVER use UPS again. I simply refuse the package when it arrives. I always advise the seller not to use UPS.
