Repeat Oxygen Sensor Code

I need help. My 2003 Boxster S just threw a repeat fault code 16 - oxygen sensor ageing delay bank 1. The engine gave me this code so I researched and replaced all four O2 sensors with the Bosch units from this web site. (Why pay for the Porsche label when it's the same part). I cleared the code and it came back. I checked and cleaned connections, cleared the code, and it eventually came back.

My durametric tool gave the following information at idle:
O2 sensing Bank 1:
volts ahead: .1-.75
volts behind: .07-.12
Mean 1-0.99
O2 sensing Bank 2:
volts ahead: 0.93-0.99
volts behind: 0.7-0.75
Mean: 1.0

The engine has a complete Fabsport performance package installed by the previous owner which includes the Fabsport exhaust system and new cats (200 cell HJS Sport Catalytic Converters.) The engine also has a 74 mm throttle body/IPD Plenum and V-Flow air intake. It run GOOD. The car has 52K miles.

How do I verify all the O2 sensors are working correctly?
Could this be wiring?
Could this be vacuum?
