Hurricane Ike was 110mph Cat 2 when it actually hit land, and it scraped sections of the barrier islands down to top soil. Galveston has a 17 foot tall seawall, and the storm surge went right over it, covering the entire island in a few feet of water instantly.
I would never discount any Cat 2 storm. 110mph right through a population center probably did more actual physical damage than Harvey did, wind vs rain. Ike tossed boats and cars around, tore building apart, decimated the power grid. I stood outside and watched Harvey rain down, but you couldn't stand outside for Ike, it was too strong.
