Except that nobody will use a password that takes you 28 keys to enter, if you have to enter that password 10 times a day. correct horse battery staple is indeed easy to remember if that is the only one you have to remember.
So it's tedious to use easy to remember easy to do a brute force hack on, which doesn't happen often since systems detect brute foce hacks at the challenge side.. well at least the professional ones do as part of DoS protection.
Now you could argue that you don't need to use that high end password for everything, but the reality is, that you then have to remember even more passwords, at which point it's no longer easy to remember at all, and that Tr0ub4dor&3 becomes a lot more practical...
So it's a lot more complicated then that cartoon would indicate.
