I was fortunate I worked at a small business back when I went through that. I used the copier, and the fax machine and internet a lot back then for my dad's estate.
Richard, I have heard about PDF to FAX services. They all charge a fee for each fax sent and received. I have no experience with them.
Faxes were invented in 1843! The is 175 years ago. They were first used widely during WW2 by the military. It was the 1980s when they invaded most businesses. Email should have put them out of our misery long ago. It is just the dumb laws that have not kept up. We can blame the politicians for focusing on making themselves rich and not focusing on laws that need to be changed, eliminated and or written.
