Many rolling items have been made stationary when needed by the opposite, that is legs extending downward lifting the item just off the casters. Decent casters can be had for cheap if they don't have all the fancy features. A simple lever operated lifting device, even for one end only, can be made with a steel rod and some simple supplies.
Or some all thread with a double nut that you can run down with your cordless drill.

There is another version where the rolling base is relieved and the tool settles solidly on the floor. Look at Google Images for all kinds of ideas, some pretty good.
