My 1987 924S (same engine, etc. as the 944) gets good gas mileage, especially considering the cars performance. I haven't been keeping accurate records, but I'm getting at least 25 mpg on average... and this includes some highway driving and a lot of city driving... and I fequently drive the car quite hard too. For normal highwayb driving, it's clearly getting at least 30 mpg.
According Michael Cotton's Porsche 924/944 book the combined city/highway gas mileage of the UK spec 944 was 26.2 mpg (as tested by Auto magazine). Also, he says that the Porsche 2.5 liter 944 engine was noted for its fuel economy, especially considering its horspower/torque power output which is similar to a 6 cylinder engine.
If you are only getting 16.44 mpg, then either you are doing one heck of a lot of idling, or there is something wrong (in my opinion). Sorry, I'm no mechanic, so I have no idea where to check.
