Yep, I think when you create an apple ID it may be automatic. Or maybe during the initial setup of an iPhone, iPad, Macbook, etc..., they give you the option of setting that up as part of the process, and I assume most folks do.
I suspect the only time that you don't have an iCloud account is if you don't have any Apple products.
Still, I don't think Apple is going to call you to complain or advise you anything about your account.
