You are confusing perception with reality. The reality is that getting a car across the border isn't terribly difficult. The perception is that it is a hassle. It's not like this is some pristine car in a rare color. It's just another couple of rough parts cars/projects like you see all over the place.
In order to attract most US buyers that would require some sort of discount. If I saw these cars at the exact same price as a roller in Florida or Texas I wouldn't even click into the ad and look at the details. I'd just scroll on by, as would many others.
