Besides reggie bush and his family being unethical trash, something Carroll could not have known about) USC was sanctioned because their practices were too open and there was too much availability to players by celebrities and such.
They claimed that Carroll was using the glitz and glamor of hollyweird and LA to recruit and entice top players to commit to USC, and that gave USC an unfair advantage.
those claims are debatable.

Many believe they were sanctioned simply because they got so much better under Carroll and that made them suspect they must be cheating. Call it the patriots syndrome if you like.
