Ballistics by the Inch isn't based on the manufacturer's claims. They start with a 20" barrel. They chronograph all of the loads and then cut the barrel down by an inch and repeat.
They also take the same ammunition and run it through multiple firearms to get real data. Take a look at the methodologies.
