It is relatively easy to get off. Pry the horn button off at bottom. I think it has 3 plastic plug in type fasteners. Two are along the bottom about 25% in from the edge. Use a prying tool in the crack at bottom of button. Once off, a socket wrench gets the nut. Don't know about changing wheels, however.
