The only real fix will be to call your congressman and senator. The technology is out there to STOP spoofing. The telemarketers have a bigger lobby than a few mad citizens writing letters. The telemarketers don't want any restrictions. Virtually everyone hates spam calls.
There was a recent scammer that called the wrong dude. The former head of the FBI and CIA. He had the right connections to have the right people investigate, and a scammer is going to jail.
