There was a recent scammer that called the wrong dude. The former head of the FBI and CIA. He had the right connections to have the right people investigate, and a scammer is going to jail.

Its a little more complicated than that. Yes, telcos have anti-spoofing functionality. You can also enable some security apps on your mobile to help. By nature its very difficult to identify and stop but it can be reduced.
