The telecos can just change the system to only allow a call to go through if the caller ID and the real number match. If not, just give em a busy signal. I understand some places want to call without a called ID like a doctors office calling a patient and not wanting the patient to know the secondary number. For legit things, it should be real easy to set up the phones to all show the main number.
Only when the congress or the consumer demand an end to scam calls, with it ever change. The telcos will not spend a cent to to fix an issue that does not cost them a penny.
