The whole area of Hancock Park and Beverly Blvd. from about Highland to Fairfax is where most of the Synagogues and Hebrew schools are and where the majority of Orthodox Jews seem to prefer to live. You see many in traditional garb walking on Saturdays to and from Temple, etc. It is one of the many interesting cultural enclaves of Los Angeles.
I've spoken to some of them about harassment that sometimes happens when they are out walking from passing cars, etc. If I ever saw someone doing it, I'd probably go to prison for my response. It would make me that angry.
The place where this incident happened is on Beverly and Stanley, across from Erehwon and the Post office, where you turn to go into The Grove. I live a ways east, nearer to Larchmont Village.
