FBB111, yeah that sounds like the instruction I heard for the 996. I posted on a different forum and got a suggestion that work, and very easy. The little black lever (circled in red) on top gets pushed to the right and then push down on the hoops. And yes, if you let go half way, it pops back up.
Hopefully, this will help other in the future since there is so little on it.
