What you have is a '77 Turbo intake manifold. In '77 the factory used an "additional AAV" for cold start assist. What you have circled is the opening in the lower manifold that is used in conjunction with the AAV and is tied into the upper manifold.
In your picture, the opening is plugged, which is fine.
