So the City is the typical model of efficiency we all expect from government services. After a week, still no inspection. That is nuts.
I just spent more time at my CPA's office. He gave me the bill just for his services and then took me to lunch. He bought me a sandwich.

See, there is a "free" lunch. It only cost me a large fee and I get a sandwich. I think he figured I would loose my appetite after I saw his bill so a sandwich was enough.
With one company that "owns" the airplane, and rents it to the other company and all the possible ways to move money around in a 100% legal way, it gets expensive. It will make filing my personal taxes even more fun.
Of course we paid a lawyer to set up the contracts with ourselves to rent our own airplane to and from ourselves. He was expensive as well. In the end it is more about liability limitations than taxes. The airplane has lots of insurance, and that is crazy expensive as well.
