As far as ferals, it's all a matter of perspective.
Around here we welcome them, they keep all the other varmints under control.
In my hood I'm the designated caretaker but neighbors pitch in on the food and, if required, vet bill.
Most neighbors pitch in looking out for them.
They are the neighborhood version of a barn cat.
