I don't understand the logic.
How is the bartender supposed to know if a customer is going to drive afterwards, or get a cab, or ride a camel?
Psychic?
Phones are the biggest cause of traffic deaths and yet they still don't turn off at 25+mph.
In comparison that is an easy fix.
