But there should also be a way to dis-incentivize the prison party loop.

Prisoners should have to earn their tv and jello (anonymous 3rd party rater), cameras everywhere to eliminate the gang work, more instant punitive measures like stun ankle bracelets, and put them to work until they are worn out like the rest of us.
Some are purely irredeemable and just need to live in solitary the rest of their lives or just be put under for the good of society.
The others need to get onto a rehabilitation program to fix whatever got them there in the first place.
