Franky,
If your 924 is a UK (rhd)and not a Turbo model then would have had drum rear brakes.
I believe only th USA was offered front and rear discs as an option.
If it has disc brakes then probably someone fitted a 924T/944 set up. Either way, check in the Haynes manual which will show you the stock 924drum brake (4-bolt wheels) or 924Turbo/944 disc brake (5-bolt wheel). The usual reason for the handbrake not to work is seized cables. also the handbrake shoes may have rusted enough so the linings fall off. Go through the system carefully and you will be able to sort it out.
