i think they're more dust/splash shields than anything. the pads are always in contact with the rotor so i think it unlikely (Not impossible) for a rock or something to get in there.

I agree that the risk seems low that something bad will happen to the brakes if they aren't on there. I'm not too worried about the cosmetics of dust, etc.. I can always put them back on if it presents a problem. Deleting them almost certainly reduces the captured heat. Thanks for your input.
