Yeah, I've seen that article. I saw one that spoke about that phenomenon that mentioned an ethical lock pickers code that said something to the effect of "if the city thinks the locks are a nuisance, then pick them and take them off but with the view of eventually replacing them someplace that's not a nuisance, but if they aren't considered a nuisance, then leave them where they are. I suppose you could open them and then re-lock them and leave them there.
