Sorry. This does not make any sense to me either. As a seller there is of course no point taking out new "intäckning/pantbrev". On the contrary they are usually handed over to the new buyer. They are in essence the loaning banks security that they can take the house if the owner can not pay the loans.
At least thats my take at a quick glance but I suspect there is some kind of misunderstanding somewhere in the communication.
