I'm not sure what your middle piece is.
It looks very new and shiny.
I think the drawing does show the cup washer.
2nd from right. See my photo.
In my photo above, you can see the cup washer.
Below it, flush, are the unused shim washers.
Then the outside nut.
pulley -> shims -> cup washer -> nut
