Steve, I have that same 'shiny piece' on my car and it's been there since 1979. I don't know what it is either, but it's precisely machined to fit into the cup washer. I've always taken it to be a kind of washer for distributing the pressure of the nut.
No dumb question! If there were, I couldn't be here! :-)
