The one time move document is the way to go.

However, if you haven't paid the non-op fees for a few years I think the penalty can become punitive very fast and may equal the reg. fees you have avoided plus some penalty. If you don't declare non-op and pay the annual $15 or whatever, the DMV assumes you've been driving the car with expired tags. I could be wrong on this issue, but I believe it was a nightmare for a friend several years ago. And smoging a Lotus in California, you get "degree of difficulty" points for the attempt.
