So the attorneys/rules-makers are pretty much determining the F1 races then

Hamilton gets a 3-place grid drop. But only moves 2 spots down because Magnussen who was P5 took a 5-place penalty that was handed out before Ham's. And then there's penalties for Hulkenberg, Russell, Albon, and Sainz. Sainz originally ahead of Albon, but then another rule interpretation swapped those positions. I'm probably missing a few more.
It was a lot simpler when grid positions were determined by lap times ...
