If you are willing to go water-cooled, the 996s are a ridiculous value.... by low and modify to taste. Air-cooled SC or Carreras, especially Targas, with patience can still be found in budget and as you know they are much better for DIY....
Long hoods are nice but tend to be needy....... go galvanized......
