It's a little more involved then IMS issue... The 6.4 PSD are known as huge turds with many many design flaws, and usually people that buy them don't fully read into the issues before plopping down the $$. that's why I bought cab's 7.3 PSD. By no means a power house as the 6.4, but I was not willing to spend the $$ on 6.7 PSD. Yet I bought a 6.7 cummins with G56 new...

Here's a post from the ole reddit about known defects of the 6.4 PSD.

I bought a 6.4 and I still regret it. Where do I even begin with the 6.4?
The emissions controls reduce the engine life to 150k-200k max because of the way the regen cycle works. Regen is when the DPF has to clean itself, every few hundred miles. The truck injects fuel on the backstroke in 7 and 8 to get the exhaust hot and burn the soot to clean the DPF. The problem is that injecting on the backstroke washes oil off the cylinder, meaning 7 and 8 like to go dead after ~150k from wear. This also means you are getting oil mixed with diesel fuel, and when you change the oil expect to dump 1/3 diesel 2/3 oil. Which means bearings will die quickly.
The EGR cooler has a tendency to fail and if it fails it will hydrolock the engine while it is running and bend a rod. Plus fill your engine with coolant.
The water pump impeller eats away the cover and results in coolant in your oil. Again, this will kill your engine.
The valve seats are steel on steel so the truck will need a valve job before 200k.
The fuel economy is terrible thanks to the DPF and even with deletes isn't great. My deleted 6.4 with 94,000 miles gets 12 MPG around town and like 17-19 on the interstate...unloaded.
The radiators have a defect (especially on 08s) that cause them to crack at the seams which is unrepairable and the replacement cost for parts alone is almost a grand.
The turbos like to die because the regen cycle forces ~1300 degree exhaust gas through them. The heat eats the seals and can cause your engine to enter a runaway.
And lots more stuff. The 6.4 was only available for like 3 model years for a reason.
