No. It's never going to pass. That ship sailed some years ago when the Governator killed it. As for your 79SC, it has to have all original smog equipment (smog pump too) to pass visual, and has to be in tune to pass tail pipe. If it does not pass, the sky is the limit for the repair. There is no cap for someone moving into the state.
There is also a Historical license plate program here, but the car has to pass smog first (if it is 76 or later years)
