Since I have absolutely no knowledge of rap or rappers, I googled "clout" in rap lyrics. Turns out there are many, many instances of the word used by many different rappers, and all using the word in its conventional meaning.
I vote for dumba$$e$, not for them not knowing the word before, but for doubting your explanation without hesitation.
