In a previous life, I owned 1980s Audis and VWs, which used the CIS system. My recollection is that you cannot properly diagnose running problems without the appropriate fuel pressure setup. Check with a local old guy who still has his CIS fuel setup for how to adjust the system.
(IIRC, the electric plug on the WarmUpRegulator was to provide heat to change from cold running to warm running.)

You are right on the money. Gauges will tell you your warm pressure and cold pressure etc. These systems function by pressures. When debris enters the system it cause the pressures to increase. The higher the pressure, it will lean out. This is likely why the car runs when cold and gets progressively worse.
