Different manufacturers use different ways of wrapping the cords. Some are directional, some are not. Some have an "inside" and an "outside", with the outside sidewall being notably stiffer. Whether or not they are directional, have an "inside" and "outside", or none of the above are all independent of whether they are bias or radial.
