If turn signals begin to stop blinking you can be pretty sure it is the relay.
You can pick up a new one for 10 bucks at Pep Boys and even cheaper some other places. Just make sure you get an electronic timer one rather than thermal, for a 2/4 light system (not larger like 6 light to include trailer lights or it will blink like crazy thinking a bulb is burned out) and that has the numeric pin codes on the relay bottom rather than alpha codes.
