If they are willing to put up a decent fence then let them tear down the old one. I love the bamboo line, reminds me of my Areca Palm Line along my fence line which is not needed now that the Arica's are mature.

I have a nice mature one in front as well as a Cabada Palm - different species of Areca.
I got my money's worth out of that fence so I'd be dumb to try and save it when they are willing to fund a new one. It's a win-win - my favourite formula.
BTW...that super tall bamboo belongs to my neighbors. We got bamboo coming out the ying yang....
