Any building built in any area susceptible to flooding should be built on stilts, IMHO.
Use the bottom floor for parking only.
Everything else starts at the first floor - which gives you a default head start of 10-12' against storm surge/flooding.
Anything in the first floor "parking area" is mobile and can be re-located inland or to higher ground.
The fact that this isn't being done demonstrates how utterly ignorant we are as a society.
In my humble opinion.
