I think some of the cheaper coated rotors come like this , maybe from rock auto ?
I know I have installed a few sets that were supplied by customers, The directions stated not to clean off the coating, just bed them in .
95% if the rotors I replace are due to corrosion, and rust on the surface. It seems to propogate at the hat, and the outer edges where the pads do not contact, then works its way inward, leaving pits on the brake surface.
Coated rotors seem to last quite a bit longer here in the rust belt . At first , I thought it was gimmicky , but after a few years of using them, they do seem to hold up better
