IMHO.....
Two possible scenarios:
1) It' a scam. Take it to your local courthouse and ask if they can verify it for you. This is what you are entitled to as a taxpaying resident.
2) It's a mistake, based on an incorrectly recorded license plate number. An "I" incorrectly denoted as a "1", for example. Since the document you posted does not contain this info, I cannot say for sure, but if the document is not a scam (see #1 above) then this would be a likely culprit in the error.
