Concrete is porous. If the area to be painted is below ground level, and the outside is not properly water-proofed, paint may start bubbling off the surface when moisture seeps in.
A test: Tape a square of plastic to the surface to be painted, with all edges sealed tight.
After a day or two, see if there is any dampness under the plastic. If so, there will be adhesion issues.
